Much of the Belarusian economy remains state-controlled and “Soviet-style”, with just under half the country’s 4 million workforce being employed by privately-owned companies; i.e. over half are employed by the state. Perhaps predictably, Russia accounts for around 50% of foreign trade; but the European Union has around 30%, and a significant percentage inevitably includes cargo from the UK to Belarus. The United Kingdom is a main trade and investment partner to Belarus, and in the period January-October 2014, the UK was Belarus’ 4th largest trading partner in physical goods.
The turnover in goods traded between Belarus and the UK totalled US$ 2.8 billion in the period from January to October 2014 (up 275% from the previous year). Shipping to Belarus from the UK
If you are shipping commercial goods to Belarus from the UK, then the only viable option is to pass through European Union territory en route. Because this will typically mean entering Belarus from Poland, via the E30, you will need to consider EU rules even though Belarus is not a member of the trading bloc. Note that the only viable alternative – which is sometimes suited to deliveries to Lida and Hlybokaye in the north of the country – is to access Belarus via Lithuania, from the north, via the E25 or E28. Either way, your customs declarations will need to be in order long before your commercial goods arrive at the Belarusian border.
