Handling Post-Brexit Pallet Deliveries to Ireland Professionally
As most people who send consignments overseas will know, the post-Brexit settlement between the UK and the European Union means that customs officials need to check on all commercial goods being exported between the two trading blocs. Although British exporters have always had to make customs declarations and fill out paperwork to send with each overseas consignment historically, this hasn’t been the case with EU countries while the UK was in the EU’s customs union.
Given the historical ties between the UK and the Republic of Ireland go back even further than the foundation of the EU – not least the common travel area that still exists between the two states – different rules apply.
To be clear, customs paperwork must be completed for any commercial delivery from the UK to the Republic of Ireland that is heading there directly. This includes any pallet delivery to Ireland that might be conveyed from Fishguard in South Wales to Rosslare Harbour in County Wexford.
The same applies to shipments made from Liverpool to Dublin, of course. However, shipments from Liverpool Birkenhead to Belfast do not have the same rules that will apply on the basis that Belfast is, of course, in the North. Likewise, special rules apply for commercial goods that pass over the border from the North to the South. This is to avoid the need for customs infrastructure at the border.

EORI Requirements for Northern Ireland Pallets
When transferring goods to or from Northern Ireland, navigating the requirements for an Economic Operators Registration and Identification (EORI) number is crucial. Typically, an EORI number beginning with XI is necessary for various activities, including:
- Transporting goods into Northern Ireland from Great Britain (England, Scotland, and Wales).
- Shipping goods from Northern Ireland to non-EU countries.
- Making customs declarations or applying for customs decisions in Northern Ireland.
However, not all movements require an XI EORI number. For instance, only specific goods moving from Northern Ireland to Great Britain may need an export declaration and an XI EORI number.
The role of the ‘declarant’ in import and export declarations within Northern Ireland is restricted to individuals or entities based either in Northern Ireland or the EU.
When XI EORI Is Not Needed
Situations where an XI EORI number isn’t required include:
- Possession of an EU EORI number.
- Goods movement solely within the island of Ireland or between Northern Ireland and an EU country.
- Businesses with established premises in an EU country, but not in Northern Ireland, should apply in the relevant EU country.
