Export License

Glossary Shipping

Export License

An export license is an official authorisation issued by a government authority that allows goods, software, technology, or services to be exported from one country to another. It confirms that the exporter has permission to ship specific items to a named destination, end user, or end use, and that the export complies with national and international trade controls.

Export licenses are a core part of export control regulations. They are designed to protect national security, support foreign policy objectives, and ensure compliance with international agreements.

What is an Export License?

An export license is required when goods or technology are considered controlled or restricted. This often applies to items that could have military, security, or strategic applications, commonly referred to as dual-use goods.

A valid export license clearly defines:

  • What can be exported

  • Where it can be exported to

  • Who the end user is

  • How the items may be used

When is an Export License Required?

Not all exports require a license. Many everyday commercial goods can be exported freely. An export license is typically required when one or more of the following apply:

  • The goods appear on a national or international control list

  • The destination country is subject to trade sanctions or embargoes

  • The end user is restricted or listed on a denied party list

  • The goods could be used for military or sensitive purposes

Types of Export License

Different types of export licenses exist depending on the nature of the goods and the export activity. Common examples include:

  • Standard Individual Export Licences

  • Open General Export Licences

  • Open Individual Export Licences

  • Temporary export licences

Each license type has specific conditions, validity periods, and usage limits.

Who Issues Export Licenses?

In the UK, export licenses are issued by the Export Control Joint Unit (ECJU) within the Department for Business and Trade.

  • The destination country

  • Information about the end user and end use

  • Supporting technical documentation

Processing times vary depending on the complexity of the application and the sensitivity of the items being exported.

Risks of Exporting Without a Valid License

Exporting controlled goods without the correct license can lead to serious consequences, including:

  • Financial penalties and fines

  • Criminal prosecution

  • Seizure of goods

  • Long-term reputational damage
